From the attrition analysis: the attendance illusion sharpened. The UDISE+ 2024-25 cycle reported improving official dropout rates while independent reads put secondary dropout at 11.5 per cent against the 8.2 per cent printed. The number beneath the number did not move: only 47.2 per cent of students entering Class 9 complete Class 12. The report reconstructs the loop in seven stages, each dated and sourced, with the counter-pattern printed beside it: what the institutions that kept students learning, rather than counted, actually did. The finding closes on the line that carried the year: the system got better at keeping students counted faster than it got better at keeping them learning.
